Based in Brussels and active in over a dozen countries, the European Institute of Peace (www.eip.org) is an independent organisation working collaboratively with the parties to the conflict, those who represent people suffering from insecurity or at risk of violence, as well as European decision-makers and the conflict prevention, resolution and mediation community.


We provide practical experience, technical expertise, and policy advice on conflict resolution. We use a variety of tools to help us do this, including analysis, mapping and design of peace processes and agreements, facilitating policy discussions, and proposing practical engagement, for example through inclusive dialogue and mediation support.

We are looking for a Programme Manager to be an integral part of the growing Responding to security crisis (RSC) team within the Peace Practice and Innovation Unit. As the Programme Manager, you will report directly to the Director for Peace Practice and Innovation and be the day-to-day lead of a small and dedicated team in Brussels.

The RSC programme at EIP focuses on the consequences and impacts of security threats and attacks in societies, seeking to reduce the likelihood of their occurrence; mitigate the harm they cause; and facilitate wherever possible reintegration and reconciliation in communities where the threats have emerged. It encompasses a range of political, diplomatic and technical approaches, understanding both the causes and impacts of the threats and attacks in question and applying best practice in all aspects of the work.


You will
  • Lead or contribute to the design, development and implementation of all projects under the Responding to Security Crises programme, this includes the full programme management cycle from concept note to final reporting;
  • Develop practical strategies for engagement on the ground in order to develop strong networks and ability to work closely with local actors, conflict parties, and other relevant groups (e.g. marginalised actors) to inform and contribute to the achievement of the project objectives;
  • Contribute to develop and advocate the Institute’s policy position on the programme to EU and European policy makers; Keep up to date with European and international policy developments relevant to the Programme;
  • Work closely with colleagues to compile briefing materials for internal and external audiences and events, including preparation of speeches for senior leadership, and lead or contribute to the development of relevant policy discussions, recommendations, and process design options;
  • Develop and maintain effective liaison, strong relations and engagement with donors to ensure strict compliance with donor rules and regulations, and delivery and monitoring of programme outputs and expenditure within defined deadlines;
  • Ensure sound financial management of on-going projects/programmes/envelope including monitoring and forecasting expenditure, overseeing financial reporting (preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports and preparation and sending of new funding requests), and ensuring compliance with internal and donor finance procedures;
  • Take initiative in relation to fundraising, identify opportunities and liaise with external actors in coordination with the line manager;
  • Provide analytical support to projects and teams across the Institute’s portfolio.


Your skills and experience
  • Postgraduate degree in international relations, political science, international law.
  • At least 5 years of experience in the field of mediation and dialogue, peacemaking, peace building, conflict resolution (or a related field).
  • At least 2 years experience in management or management support roles of programmes or projects as well as teams.
  • Knowledge and understanding of political, diplomatic approaches and best practice in technical issues in connection with armed violent groups, security and counter-terrorism.
  • Excellent command of English (verbal and written). Additional languages, particularly French or Arabic, are significant assets. Additional languages will be tested as part of the recruitment process.
  • Ability to organise, prioritise and work well under deadlines.
  • Meticulous attention to detail.
  • Ability to work in Belgium (Belgian or EU citizen or currently in possession of a Belgian work permit).
